Marsheta A. Boyton

Marsheta A. Boyton, MSW, MPA,  brings over a decade of experience in organizational management, leadership, compliance, and federal contracting and grants management expertise, with a proven track record of managing more than $90 million in federal program funds, launching national initiatives, and providing strategic oversight to complex, high-impact projects.

More About Me

Marsheta has provided leadership and strategic direction for high-impact programs and operations advancing initiatives to prevent and end Veteran homelessness, with expertise in federal grants and contract compliance nationwide. She has also consulted and collaborated with federally funded nonprofits, federal, state, and local governments, and community providers across the United States, including Guam, the U.S. Virgin Islands, and Puerto Rico.

As a Social Worker, Marsheta delivered comprehensive outreach and case management services to homeless Veterans in shelters, rehabilitation programs, and detoxification centers—conducting clinical assessments, evaluating risk factors, and coordinating care with interdisciplinary teams. She also led, in collaboration with homeless program service providers, coordinated entry systems with a Housing First focus to streamline access to housing and support services for individuals and families experiencing or at risk of homelessness.

My Mission

With extensive federal contracting and program management experience, Marsheta holds certifications in Grants Management and a Federal Acquisition Certification-Contracting Officer Representative II (FAC-COR II). She’s managed and launched the Fayetteville VA Medical Center's first Healthcare for Homeless Veterans (HCHV) Residential Contract Housing Programs for homeless Veterans, and
ensured high-quality performance across multiple providers.


As a Management Analyst with the Supportive Services for Veteran Families Program (SSVF), she directed compliance oversight for grantees and collaborated with Continuums of Cares (COC) nationwide to implement data-driven strategic planning. Her work advanced efforts to prevent and end Veteran homelessness while ensuring CoC’s alignment with United States Interagency Council on Homelessness (USICH) criteria and benchmarks for achieving an end to homelessness.

As an Administrative Officer and FAC-COR II with the SSVF Program, she managed government contracts governed by the Federal Acquisition Regulations (FAR), while also overseeing all aspects of national conference planning logistics. She coordinated with venues and internal and external partners to develop curriculum for SSVF’s first bi-coastal and tri-coastal CEU-accredited national conferences, which brought together over 400 SSVF grantees, federal partners, and community organizations to strengthen collaboration across the homeless Veteran service network.


Marsheta, is a seasoned federal program leader with expertise in risk management, grant compliance, and large-scale program oversight. She has served as a technical authority, ensuring grantees’ alignment with Uniform Guidance (2 CFR Part 200) and federal requirements. She provides strategic oversight to safeguard financial integrity, prevent fraud, waste, and abuse, and strengthen accountability across federally funded programs.   


Within just 90 days of joining AmeriCorps as a Senior Monitoring Officer she spearheaded the organization's first Interagency Agreement (IAA) launching a five-year partnership to conduct expanded compliance assessments for high- risk grantees. She also designed the IAA framework, operating procedures, and training strategies to enhance monitoring, compliance, and program performance nationwide.


Beyond compliance and program oversight, Marsheta is an accomplished consultant, trainer and facilitator, specializing in strategic planning, organizational development, and leadership training. She has delivered professional development nationwide, helping organizations strengthen systems, inspire teams, and achieve measurable results.
